«Rotate 90° clockwise» means the page content tips 90° to the right. If a scan's text lies on its side with the top edge facing right, choose clockwise; if the top faces left, choose counter-clockwise. You can tap repeatedly (four turns return to the original), and download once it looks right.
No. Rotating only writes the page's /Rotate orientation flag - nothing is redrawn and the text layer stays intact; any PDF reader then shows the page in the direction you set.
Yes. Fill ranges in the “specific pages” box (like 3-5, 8, 12) to rotate in bulk, or click the page tiles one by one (click = 90° clockwise, Shift + click = 90° counter-clockwise).
